Manuel V. Pangilinan
Chairman/CEO
Manuel V. Pangilinan, 74, sits at the helm of Metro Pacific Investments Corporation as its Chairman.
In 1981, he founded First Pacific in the Philippines—from which MPIC traces its roots—and currently serves as its Managing Director and Chief Executive Officer.
Mr. Pangilinan holds the following positions within the MVP Group: President and CEO of Philippine Long Distance Telephone Company and Smart Communications Incorporated. He also serves as Chairman, Vice Chairman, or Board Director at: Manila Electric Company, Maynilad Water Services Corporation, Mediaquest Incorporated, Associated Broadcasting Corporation, Philex Mining Corporation, Philex Petroleum Corporation, Manila North Tollways Corporation, Landco Pacific Corporation, Medical Doctors Incorporated, Colinas Verdes Hospital Managers Corporation, Davao Doctors Incorporated, Riverside Medical Center Incorporated in Bacolod, East Manila Hospital Managers Corporation, Asian Hospital Incorporated, Central Luzon Doctors’ Hospital in Tarlac, De Los Santos Medical Center, Metro Pacific Zamboanga Hospital Corporation, and The Megaclinic Incorporated. In 2012, he was appointed as Vice Chairman of Roxas Holdings Incorporated which owns and operates the largest sugar milling operations in the Philippines.
He is the incumbent Chairman of the Board of Trustees of San Beda College. He is also the Chairman of the Philippine Disaster Resiliency Foundation, Incorporated (PDRF) and the Philippine Business for Social Progress (PBSP). He Co-Chairs the US-Philippines Business Society as well. Being a sports patron, he was named Chairman Emeritus of the Samahang Basketbol ng Pilipinas and Chairman of the Amateur Boxing Association of the Philippines.
Mr. Pangilinan finished his Bachelor of Arts in Economics from Ateneo de Manila University where he graduated cum laude. He pursued his Master of Business Administration in the Wharton School of Finance and Commerce as a Procter & Gamble Fellow.
Jose Ma. K. Lim
Board Member
Jose Ma. K. Lim, 68, is the former President and Chief Executive Officer of Metro Pacific Investments Corporation.
He joined the MPIC Group (which was then called Metro Pacific Corporation or MPC) in 1995 as Treasury Vice President of the Fort Bonifacio Development Corporation (then a subsidiary of MPC). He was later appointed as its Chief Finance Officer in 2000. In 2001, he assumed more responsibility for the company as he concurrently served as Vice President and Chief Finance Officer of MPC.
Mr. Lim currently acts as a Director in the following MPIC subsidiary and affiliate companies: Beacon Electric Asset Holdings Incorporated, Meralco, Metro Pacific Tollways Corporation, MNTC, Tollways Management Corporation, Maynilad, Light Rail Manila Corporation, AF Payments Inc, MetroPac Water Investments Incorporated, Indra Philippines, Medical Doctors Incorporated, Colinas Verdes Hospital Managers Corporation, and East Manila Managers Corporation. He is also the Chairman of Asian Hospital Incorporated, Davao Doctors Hospital (Clinica Hilario) Incorporated, and Riverside Medical Center Incorporated. He is also the President of the Metro Strategic Infrastructure Holdings Incorporated.
He is a founding member of the Treasurer of the Shareholders Association of the Philippines. He is also an active member of the Management Association of the Philippines where he served as Vice-Chair of the Good Governance Committee from 2007 to 2009.
Prior to joining the MPIC Group, he built himself a solid reputation in foreign banking institutions as Vice President of the Equitable Banking Corporation and Director for Investment Banking of the First National Bank of Boston.
For five consecutive years from 2012-2016, he was conferred the Best CEO for Investor Relations by Corporate Governance Asia.
Mr. Lim earned his Bachelor of Arts degree in Philosophy from Ateneo de Manila University and his Master of Business Administration degree from the Asian Institute of Management.
Arlyn S. Villanueva
Independent Director
Dr. Arlyn Sicangco Villanueva, a respected educator and accountant, is a senior partner of the accounting firm Sicangco Menor Villanueva & Co. and a member of the Philippine Institute of Certified Public Accountants (PICPA), the Association of Certified Public Accountants in Public Practice (ACPAPP), the Association of Certified Public Accountants in Education (ACPAE), the Management Association of the Philippines, the Philippine Marketing Association, and the International Council on Hotel, Restaurant and Institutional Education, Asia Chapter. She sits in the Boards of the Association of Catholic Universities of the Philippines (ACUP), the Philippine Association of Collegiate Schools of Business (PACSB) and the Metro Pacific Tollways Corporation. She is an accreditor for the Philippine Accrediting Association of Schools, Colleges and Universities (PAASCU).
She won the PAASCU James J. Meany Award in 2009, the PICPA Leadership Award in 2005 and the Outstanding PERAA Member (TOPM) of the Private Education Retirement Annuity Association (Teaching Category, Level A) in 2004.
As President of Holy Angel University and concurrently Dean of its Graduate School since 2006, as well as Dean of its College of Business and Accountancy for 22 years, Dr. Villanueva played a key role in transforming the University into the biggest and most prestigious private school in Central Luzon. Today, Holy Angel University is the only school in the Philippines accredited by the International Assembly for Collegiate Business Education (IACBE), and one of very few tertiary schools granted autonomous status by the Commission on Higher Education (CHED) and Level III accredited status by the Philippine Association of Accredited Schools, Colleges and Universities (PAASCU).
Married to Atty. Cesar L. Villanueva, former dean of the Ateneo Law School, with whom she has three children (Gabby, Tessa and Maria), Dr. Villanueva hails from Angeles City, Pampanga. She obtained the degree Bachelor of Science in Accounting at the then Holy Angel College, Master in Business Management at the Ateneo de Manila University and Doctor in Business Administration at the De La Salle University.
Artemio V. Panganiban
Independent Director
A consistent scholar, Chief Justice Panganiban obtained his Associate in Arts With Highest Honors and later his Bachelor of Laws with Cum Laude and Most Outstanding Student honors. He founded and headed the National Union of Students of the Philippines. He is also the recipient of several honorary doctoral degrees and placed sixth among 4,200 candidates who took the 1960 bar examinations.
In 1995, he was appointed Justice of the Supreme Court, and in 2005, Chief Justice of the Supreme Court of the Philippines. On his retirement on December 7, 2006, his colleagues acclaimed him unanimously as the Renaissance Jurist of the 21st Century. Aside from being a prodigious decision writer, he also authored eleven books while serving on the highest court of the land. His judicial philosophy is Liberty and Prosperity Under the Rule of Law. A much sought-after independent director and adviser of business firms, he also writes a column in the Philippine Daily Inquirer. Prior to entering public service, Chief Justice Panganiban was a prominent practicing lawyer, law professor, business entrepreneur, civic leader and Catholic lay worker. He was the only Filipino appointed by the late Pope John Paul II to be a member of the Vatican-based Pontifical Council for the Laity for the 199th 1996-2001 term.
Brian Matthew P. Cu
Board Member
Cu was also known as the co-founder and CEO of Grab Philippines that redefined the way Filipinos navigate their daily lives — from ride-hailing, ordering food, and availing of various services — and evolved into a superapp that we know of today. His 7-year stint at Grab provided him with an avenue to support local businesses and empower marginalized communities with jobs for a better future.
His expertise in developing innovative processes in the technology scene and visionary leadership played a pivotal role in his career as he rose through the ranks in the mobility, transportation, logistics, and technology sectors.
He graduated from the National University of Singapore and pursued advanced studies at the University of Pennsylvania — where he honed his skills and gained insights into global business dynamics.
June Cheryl A. Cabal-Revilla
Board Member
June Cheryl Cabal-Revilla, 47, is the incumbent Chief Finance Officer and Chief Sustainability Officer of the Metro Pacific Investments Corporation.
Prior to MPIC she held key positions in the PLDT Group, including: Senior Vice President; Group Controller of PLDT, Inc.; Chief Finance Officer of Smart Communications, Inc; Chief Sustainability Officer of the PLDT Group; and Chief Finance Officer/Treasurer of PLDT-Smart Foundation.
Her outstanding financial management skills earned her multiple distinctions, including: CFO of the Year, Asia’s CFO Excellence Awards (Singapore, 2019); CFO of the Year, Philippine Leadership Awards (Philippines, 2019); CFO of the Year Award – Excellence in Financial Planning and Analysis (Singapore, 2018); CFO of the Year, Excellence in Women Leadership (Malaysia, 2018); CFO of the Year, Golden Globe Tiger Award for Women Leadership (Malaysia, 2018); CFO of the Year Excellence Award (Philippines, 2014).
Mrs. Cabal-Revilla earned her Bachelor of Science in Accountancy from De La Salle University and her Master of Business Management from Asian Institute of Management. She also attended the Stanford Executive Program of Stanford Graduate School of Business.
ARREY ANCHETA PEREZ
Board Member
Arrey Ancheta Perez is a master planner and urban estate developer with a long and illustrious career in property and business development as well as public administration and governance.
Formerly the Senior Vice President for Corporate Services of the Bases Conversion and Development Authority (BCDA), he had been a key executive officer of the institution for almost two decades before he took the helm of the Clark International Airport Corporation (CIAC) as its President and CEO in 2023. In the course of his career, he was instrumental in the master planning of various economic districts in the Philippines, including Bonifacio Global City and Newport City in Manila, Camp John Hay and Poro Point in Baguio and La Union, and New Clark City in Pampanga. In CIAC, he pushed for seven flagship infrastructural projects to transform the Clark Civil Aviation Complex into the Clark Aviation Capital, a premier global civil aviation logistics hub.
Perez holds a Master’s Degree in Public Administration and a Post-Graduate Diploma in Urban and Regional Planning from the University of the Philippines. He has also completed an executive training program on Public-Private Partnerships at the Harvard Kennedy School. He is also a certified public accountant, licensed real estate broker, and certified financial consultant of the International Finance Corporation. An athlete and seasoned sports administrator, he has also directly managed the world-class sports facilities in New Clark City and was the Chief Security Commander for the 2019 Southeast Asian Games.
In 2024, he assumed leadership of the Metro-Pacific Tollways Corporation as its President and Chief Operating Officer, and now leverages his track record in mobility and transport-oriented urban development to carve out new growth opportunities in the tollroads industry and provide top-tier service to motorists and the commuting public on the expressways.
Mr. Panganiban and Ms. Villanueva are independent directors. The Company’s two independent directors have one (1) share of the stock of the Company each in their respective names, are college graduates and possess integrity, probity and assiduousness. They are persons who, apart from the fees as directors of the Company, are independent of management and free from any business or other relationship which could, or could reasonably, be perceived to materially interfere with their exercise of independent judgment in carrying out their responsibilities as directors of the Company. Mr. Panganiban and Ms. Villanueva: (i) are not directors or officers or substantial stockholders of the Company or its related companies or any of its substantial shareholders (other than as independent directors of any of the foregoing); (ii) are not relatives of any director, officer or substantial shareholder of the Company, or any of its related companies or any of its substantial shareholders; (iii) are not acting as nominees or representatives of a substantial shareholder of the Company, or any of its related companies or any of its substantial shareholders; (iv) have not been employed in any executive capacity by the Company, or any of its related companies or by any of its substantial shareholders within the last five (5) years; (v) are not retained as professional advisers by the Company, any of its related companies or any of its substantial shareholders within the last five (5) years, either personally or through their firms; and (vi) have not engaged and do not engage in any transaction with the Company or with any of its related companies or with any of its substantial shareholders, whether by themselves or with other persons or through a firm of which they are partners or companies of which they are directors or substantial shareholders, other than transactions which are conducted at arms-length and are immaterial or insignificant. They do not possess any of the disqualifications enumerated under Section II (5) of the Code of Corporate Governance and Section II (D) of SEC Memorandum Circular No. 16, Series of 2002.
